It was most likely his own idea. It might seem like complete overkill, but I trust Peter Jackson to know what he's doing, as a Tolkien fan himself, he will want to tell the story from a fans perspective. If he viewed the final cuts of the first 2 films and decided more of the story needed to be told, he wouldn't want to leave it out, and I don't think he'd listen to the studio's advice to make a 3rd film if it was their idea just to simply make money, he loves the Lord of the Rings and The Hobbit too much to do that.
I know in the Lord of the Rings he left out a lot of scenes which wouldn't help with the progression of the story anyway, I don't think he'd do it unless he felt it was necessary, probably my favourite parts in the book with Tom Bombadil weren't even considered for filming, apparently.
