Last year they didn't start until mid September...a good 2 months after Gold and Silver. With everything happening so late in the year I can't see them waiting 2 months to start public sales. Since they offer the 4 payment plan their time is limited regarding when to start.

Yeah absolutely - October 24th is the last date that payments using the 4 month plan can start. I believe you are correct. In previous years, "sold out" was assumed to be less that the cruise was fully sold, but more that you couldn't buy any more tickets. I agree, this year for the first time, I know more friends from past years that are NOT going than are going.
Gonna be an uphill battle now. Most of what's left are really pricey staterooms, and Survivors no longer get any discounts.

From a growth perspective, that the cruise hasn't sold out yet is actually kinda shitty. I think a lot of that has to do with the delay in getting sales and announcements moving. Seriously, so many people bailed out in that period.
I would say you would have to classify it as officially sold out. The booking page now redirects to:
Hmm, I wonder... Was the final "trigger" a cut-off, like the "no charge for changes" cutoff, or maybe the "after this you have to pay IN FULL" cutoff? I think both are at the end of October.
Maybe until every cabin is officially paid in full?
