Angra was the first band 2 years back, so i don't know if the big name for band 1 is as much of a rule as it once was.
We'd have to back to 2014 to find the last time the first band wasn't the top billed band on the boat (seriously Andy, why do you still bother with that charade, we all know you didn't bill Emperor and Super Monster Party the same). Fun fact, that was also Dark Tranquility.
Angra was also billed as a live DVD filmed on the boat which gave it something a little special. And compared to the only other headliner that year, it did give them a leg up.
I love Blind Guardian and personally would've billed them over Angra but it was only 2 sets for the newest album's promo cycle. So it is at least logically consistent
Dark Tranquility is a 5-peat with no new album to promo, no special sets mentioned. Nothing.
They are definitely a GREAT get, just with the first band being a bit of an indicator of the rest of the line up tells me that we're going with reliability and fan appeal and not just name recognition. (Which is what you see a lot of fests doing right now with how poorly they're all selling here in the US)
